Strong protests proposed constitutional changes that would have reduced regional authority in the province of Karakalpakstan and denied it the right to secession. Karakalpakstan is an autonomous province for the Karakal people, who have their own language. The constitutional changes provoked demands for a referendum on secession from Uzbekistan.
